Background:
As part of efforts to strengthen youth participation and governance at the local level, three short training videos (2–3 minutes each, total approximately 7–9 minutes) will be produced for newly elected and serving members of Local Youth Councils (LYCs/KVR) across Albania’s 61 municipalities. The OSCE Presence in Albania, in close cooperation with the National Youth Agency (AKR), will engage a videographer to professionally record and edit the training content into three video modules.
The three training videos are:
-Video 1: Legal and institutional basis of the KVR (2-3 minutes)
-Video 2: Composition, rights, and responsibilities (2-3 minutes)
-Video 3: Practical engagement in municipal decision-making (2-3 minutes)
The content of the videos is grounded in Law No. 75/2019 “On Youth,” as amended by Law No. 24/2025 (dated 17 March 2025), and the Manual and Guidelines for the Establishment and Functioning of Local Youth Councils. The videos will be hosted on the website and social media of the National Youth Agency, ensuring that all LYC members, regardless of location or resources, can access the same high-quality, standardized training.
Objective of Assignment:
The videographer will be hired (Activity 2.5) to produce three professional, high-quality training videos (2–3 minutes each, total approximately 7–9 minutes) that effectively support the capacity-building of Local Youth Council members across Albania. The videographer shall film, edit, and deliver the videos in a clear, engaging, and user-friendly manner, ensuring that the content is easily understandable for a youth audience.
Duration of Assignment:
This consultancy is envisaged to be developed during a period of three months July-October 2026.
Tasks and Responsibilities:
Pre- coordination:
During the pre-coordination phase, the videographer will carefully review the scripts and content structure for all three training videos to fully understand the key messages, learning objectives, and target audience. They will participate in coordination meetings with the OSCE PiA project team and the content expert to clarify expectations, agree on the visual style, and discuss the best approach for conveying legal and practical content in an engaging way suitable for a youth audience.
The draft script will be in English and Albanian.
Event Filming Calendar:
The videographer will coordinate with OSCE PiA and National Youth Agency to identify upcoming youth events suitable for filming (LYC workshops, youth dialogues, municipal consultations, NYA activities) and to select 2–3 young people for individual footage segments. The plan should specify which events will be filmed, what type of footage is needed from each (group work, plenary discussions, interactions with municipal officials, youth spaces), and how this footage maps to each of the three videos.
Practical production plan:
The videographer will prepare a clear and practical production plan with deadlines for all three videos. The plan will cover the filming schedule, locations (if applicable), equipment requirements, graphic and animation concepts for each video (including the institutional diagram, rights/duties framework, and engagement flowchart), and the overall visual approach. The plan will ensure that all three videos maintain a consistent visual identity and are designed as a coherent series – engaging, easy to follow, and accessible for young people across all 61 municipalities.
Recording and production of the videos:
The videographer will capture footage at youth events organized by or in cooperation with OSCE PiA and AKR, including KVR capacity-building workshops, youth dialogue sessions, and municipal-level activities, covering at least 2–3 events for sufficient footage variety. In addition, 2–3 young people will be identified in coordination with OSCE PiA and AKR for individual footage segments. The footage will serve as the visual foundation for all three videos, showing real youth council members engaged in authentic activities such as group discussions, plenary sessions, interactions with municipal officials, and collaborative exercises. They will ensure high standards of lighting, sound quality, and video framing throughout the recording process, including use of professional audio equipment to guarantee clear sound. The team will ensure that each video fits within the specified format (2–3 minutes for Videos 1 and 2; maximum 3 minutes for Video 3) while covering all scripted content.
The voice-over narration for all three videos may be recorded by the scriptwriting expert, subject to agreement with OSCE PiA, given their familiarity with the content, legal terminology, and learning objectives. In such case, the videographer will coordinate the voice-over recording session in a sound-treated environment using professional audio equipment and will be responsible for sound quality and technical standards. Where agreed with OSCE PiA, the videographer may also film brief on-camera presenter segments for video introductions or transitions. In addition to newly captured footage, the videographer may integrate existing photographs and video footage from past KVR-related events held by OSCE PiA, AKR, or partner organizations, provided that appropriate permissions have been obtained. The scriptwriting expert will compile and clear a visual asset package of such material; the videographer will assess the technical quality and suitability of existing assets and integrate them into the final videos where appropriate. The videographer will ensure that appropriate consent/release forms (provided by OSCE PiA) are signed by all individuals appearing in newly recorded footage, with particular attention to participants under 18 years of age.
Editing and post-production:
During the post-production phase, the videographer will edit the recorded footage for each video into clear, well-structured modules (2–3 minutes each). They will integrate relevant graphics, titles, subtitles (in Albanian and English), animated infographics (institutional ecosystem diagram, rights/responsibilities framework, engagement channels flowchart), and interactive design elements to enhance understanding. The team will ensure visual and technical consistency across all three videos, creating a unified and professional series with a shared visual identity.
Incorporation of feedback and final delivery:
The videographer will incorporate feedback from OSCE PiA and AKR and make necessary revisions to all three videos. The finalized videos will be delivered in formats optimized for online publication on the AKR website (e.g., MP4, minimum 1080p resolution) and easy access from both desktop and mobile devices.
The videographer shall deliver the following outputs:
1. Three (3) final training videos (2–3 minutes each, total approximately 7–9 minutes), fully edited and ready for publication, delivered in the following formats:
a) Webpage version (primary): MP4, 1920×1920 px , Full HD,
b) Social media – square version: MP4, 1080×1080 px (1:1), for Instagram feed, Facebook feed, and LinkedIn.
c) Social media – vertical version: MP4, 1080×1920 px (9:16), for Instagram Reels, Facebook/Instagram Stories, and TikTok.
All three format versions shall be delivered for each of the three videos.
2. Albanian subtitles for all videos: Subtitle font: Proxima Nova Bold or similar clean sans-serif font; centered, positioned at the lower third of the frame.
3. Logo placement and branding: The following logos shall appear in all three videos across all format versions: OSCE Presence in Albania & National Youth Agency logos
Logo placement:
• Opening frame (3–4 seconds): Both logos displayed side by side on a clean background, with the video series title below.
• During video: A small, semi-transparent logo watermark of both OSCE PiA and AKR in the lower-right corner
• Closing frame (4–5 seconds): Both logos displayed prominently
The videographer must maintain clear space around both logos as per the respective brand guidelines.
Deliverables:
- An agreed understanding of the expected outcome of all three training videos, including the timeline, visual style, infographic approach, and method for ensuring that the videos are engaging, youth-friendly, and effectively support the training objectives. Minutes of pre-coordination meetings.
- An event filming calendar identifying which events will be covered, what footage types are needed from each, and how footage maps to each of the three videos.
- A finalized production plan and visual concept document that clearly outlines how and when all three videos will be filmed, the visual identity and graphic style to be used across the series, the infographic/animation concepts per video, and the timeline for delivery. The plan will be approved by OSCE PiA before production begins.
- High-quality video and audio recordings for all three training videos, including clear and well-recorded voice-over segments where applicable. The raw material will have proper lighting, clear sound, and professional framing, ensuring that the content is easy to see, hear, and understand before moving to the editing phase. Three sets of raw footage corresponding to the three video scripts.
- Three fully edited training videos (2–3 minutes each) that are clear, well-organized, and easy to follow. The final videos will include titles, Albanian or English subtitles, animated infographics, and visual elements that help young people understand the content. All three videos will have a consistent visual identity as a coherent series, resulting in a professional and ready-to-publish product suitable for online use on the AKR website.
- Three final training videos that reflect all agreed feedback and adjustments, fully meeting the expectations of the OSCE Presence in Albania and the National Youth Agency. The videos will be delivered in web-optimized formats (MP4, minimum 1080p), ready for online publication, in both Albanian-subtitled and English-subtitled versions. The deliverables will also include the raw footage, project files, production photographs, and custom thumbnails.
Necessary Qualifications:
• University degree in film production, media, communications, audiovisual production, or a related field (or equivalent professional experience);
• Minimum 3–5 years of proven professional experience in video production, including filming, editing, and post-production;
• Demonstrated experience in producing educational and training content;
• Proven capacity to manage the full video production cycle (pre-production, production, and post-production);
• Strong proficiency in professional video editing software (e.g., Adobe Premiere Pro, Final Cut Pro, DaVinci Resolve, Cap Cut, Avid Media Composer);
• Access to professional-grade video, lighting, and audio equipment;
• Experience in integrating subtitles, graphics, animations, and branding elements into video products;
• Ability to deliver web-optimized video formats suitable for online learning platforms;
• Strong organizational and time-management skills, with the ability to deliver high-quality outputs within agreed deadlines;
• Experience working with public institutions, youth-focused initiatives, international organizations, or development projects is considered an asset;
• Strong communication and coordination skills, with the ability to work collaboratively with project teams;
• Excellent command of English Language;
Remuneration Package:
Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
