Some of the main problems the courts in Serbia are facing are overburdening of courts and protracted court proceedings. The court hearings take a lot of time, partially because practically everything that is being said in the courtroom is thereupon repeated and dictated to the court clerk in order to make minutes of the proceedings. 
Moreover, the current method of recording the hearings gravely affects the application of the Criminal Procedure Code, notably the possibility to cross-examine witnesses. In addition, the recordings are not sufficiently accurate and reliable. All these considerations negatively affect the right to fair trial.
The OSCE Mission to Serbia, together with the Serbian Bar Association, would like to analyse the possibilities to introduce audio recording and automatic digital transcription of the court proceedings. Experts from different fields – IT and the judicial profession – would produce a study presenting the reasons for introducing the audio recording as well as possible problems. 
The study would then be presented to the Ministry of Justice and serve as a basis for debates on the topic that will be organized by the Serbian Bar Association in co-operation with the Mission. This is a part of the Mission’s efforts to support improving efficiency of the judiciary. To that end, the Mission requires the services of an IT consultant, experienced in the field of audio recordings, to work together with the consultants from the judiciary in order to produce this study.

Tasks and Responsibilities

Under the supervision of National Legal Officer, the consultant will be responsible for performing the following tasks:

1.    Developing concept design for the professional audio recording system that will be used in the courtrooms in accordance with the AV standards and courtroom requirements;
2.    Providing technical specification of the system and description of the use case scenario; 
3.    Creating technical drawings and all other required technical documentation related to the specified system;
4.    Providing guidance on the product's type and minimum technical requirements for each specified device;
5.    Creating a detailed system design with all the information required for the implementation of such a system in the courtrooms.

The consultant will work from home.

Necessary Qualifications

•    Citizenship of or permanent residence in the Republic of Serbia;
•    University degree in relevant field;
•    Minimum 10 years of experience with professional audio-visual systems, working on the design, development, implementation and installation of various audio-visual systems;
•    Experience in managing audio-visual projects from the planning stages to completion;
•    Comprehensive working knowledge of the current AV systems, associated IT elements, and their installations;
•    Experience with various types of audio recording and conferencing systems;
•    Previous experience on similar large-scale international projects would be considered an asset;
•    Professional knowledge of Serbian, both oral and written;  
•    Computer literate with practical experience in Microsoft packages;
•    Ability and willingness to work with people of different cultural, national, social and religious backgrounds;
•    Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package

The consultants will be employed on a Special Service Agreement in the period from 1 November 2021 to 31 December 2021, and will be paid a total amount not exceeding 180,000 RSD in total, commensurate to individual qualifications and experience. Payment will be effected upon successful completion of all tasks.
