Background:


The OSCE attaches great importance to the promotion of good governance standards, increasing transparency, developing effective legislation and improving public service delivery. Therefore, the Centre provides significant support to Turkmenistan in undertaking legislative reforms to align its AML/CFT legal framework in line with the Financial Action Task Force (FATF) 40 Recommendations, using the platform of the OSCE`s supported Good Governance Resource Centre (GGRC), established in 2014 and located in the Ministry of Finance and Economy. Furthermore, the Centre supported the host country in the implementation of AML/CFT/CPF legislative and regulatory documents, with an emphasis on strengthening inter-agency co-operation and co-ordination. In addition, the Centre  provided assistance within the framework of implementation of specific points of the Plan on Technical Assistance to Turkmenistan for the realization of comments on the outcomes of the 2nd round of Mutual Evaluations by the EAG (PTA).
In 2025 the Centre will continue to provide expert support in the elaboration of the National Risk Assessment (NRA) which will allow to identify key risks, threats and vulnerabilities specific to the AML/CFT/PWMD system during the period 2021- 2023, as well as the National Risk Management Action Plan (NRMAP) to minimize the identified risks, vulnerabilities and threats.
Based on findings from the NRA, the Centre will provide consultancy and other necessary support in the implementation of NRMAP, as well as in conducting sectorial risk assessment on AML/CFT/PWMD, and developing internal guidance document for its implementation.
The Centre will also further assist Turkmenistan in the implementation of the PTA and Action Plan within the National Program on AML/CFT/PWMD.
The Centre will also contribute to strengthening the national anti-corruption (AC) system, in particular, via supporting implementation of Turkmenistan’s National AC Program, AC Action Plan for 2020-2024 and the United Nations Convention against Corruption.
Furthermore, the Centre will continue to contribute to strengthening economic development and promoting regional economic connectivity.

 

Objective of Assignment: 

The local expert will provide expertise assistance to the OSCE Centre in Ashgabat in implementation of a number of tasks elaborated further in the text, thus ensuring an effective co-ordination with the OSCE international experts, the Ministry of Finance and Economy (MFE) of Turkmenistan and other relevant state entities, when needed.

Tasks and Responsibilities:


Under the overall supervision of the Economic and Environmental Officer, the successful candidate will be tasked with the following duties:

 

  1. To manage/co-ordinate the work of Good Governance Resource Centre, located in the premises of the Ministry of Finance and Economy of Turkmenistan.
  2. To provide advisory/consulting services relevant to: a) collection, analysing, compilation the information related to the national AC, AML/CFT/CPF background (including legal acts and statistics); b) co-ordinating the information exchange between the international/local experts and national stakeholders, assigned for the implementation of relevant tasks; c) processing feedback forms from seminars as well as pre and post evaluation tests.
  3. To provide comprehensive advisory/consulting services in the process of detailed planning and implementation of the Centre’s activities in the AC, AML/CFT/CPF area, as well as contribute in preparation to other Centre’s events in the economic area. 
  4. To provide consultative and intermediate (co-ordination) support within the Centre’s assistance in the elaboration of the AML/CFT/CPF National Risk Assessment Report 2021-2023 (NRA-3), as well as its Action Plan (AP); conducting of sectoral risk assessment (SRA) and further elaborating of sectoral action plans recommendations; elaboration/revision of the AC, AML/CFT/CPF legislative and other acts in accordance with FATF recommendations and the translation into Turkmen of the AML/CFT/CPF legislative and strategic documents.
  5. To provide extended expert support within the implementation of the national legislation and strategic documents in the AML/CFT/CPF area, including organization of internal meetings and consultations with governmental and private structures.
  6. Develop and submit the following reports:
    - Background reports (on a weekly basis, upon availability) to the Centre on recent national developments in the area of GG, including AC/AML/CFT/CPF;
    - Interim progress reports (on a monthly basis,) on the activities conducted by the OSCE Centre in co-operation with the Government of Turkmenistan in the area of GG, including AC, AML/CFT/CPF areas;
    - Final Progress report, including brief information on all activities conducted by the OSCE Centre in co-operation with the Government of Turkmenistan in the area of GG, including AC, AML/CFT/CPF areas during the assignment period as well as recommendations for further work in the area until the end of 2025 within the approved List of projects.
  7. To provide regular advisory/consulting services on AML/CFT/CPF related issues to the OSCE Centre and national beneficiaries.
  8. Upon the request of the EEO, provide additional support to the Centre in the implementation of activities in the AC, AML/CFT/CPF and relevant areas.
  9.  Maintain consistent communication with the EED contact person throughout the assignment period. 


Deliverables:

  1. The GGRC, located in the premises of the MFE, is managed effectively
  2. Advisory/consulting services on AC, AML/CFT/CPF related issues provided; informational exchange facilitated; feedback forms from workshops as well as pre and post- evaluation tests compiled and analyzed;
  3. All AC, AML/CFT/CPF and other relevant activities, organized by the EED, implemented duly and timely; 
  4. The national AC, AML/CFT/CPF background data compiled, analysed and shared with the experts within their relevant assignments (on the elaboration of legislative/strategic documents, translation of the documents), upon request;
  5. At least 4 internal meetings organized 
  6. The regular reports (on weekly basis, upon availability), the interim  progress reports (monthly, upon availability) and the final progress reports submitted to / accepted by the Centre
  7. The consultations are provided upon request
  8. Additional support (at the request of the EEO) to the Centre in implementation of activities in the AC, AML/CFT/CPF and other relevant areas provided.
  9. Communication with the EEO maintained.

Necessary Qualifications:

    University degree in the fields of Economics, International Relations and/or other relevant areas 

    •    Minimum 5 years of professional/working experience in Good Governance/Economic area, the experience in the field of AML/CFT/CPF is an asset
    •    Advanced knowledge of the structure of the state administration, and mechanisms of interaction and co-operation in the AML/CFT and other relevant areas; 
    •    At least 8 years of work experience in the Ministry of Finance and Economy of Turkmenistan (or other relevant Ministry/Agency);
    •    Knowledge of AC, AML/CFT/CPF national legislation and international standards, previous experience of work with international organization in the given areas is a strong asset
    •    Professional fluency in English, Russian and Turkmen language, both oral and written
    •    Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), internet

    Remuneration Package:

    Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
