Background:

The OSCE Programme Office in Dushanbe promotes the implementation of OSCE principles and commitments, as well as the co-operation of the Republic of Tajikistan within the OSCE framework in all three dimensions. It is involved in a wide range of activities, ranging from counter-terrorism and border management projects to supporting cross-border markets and free economic zones, human rights, media development, and legal reform initiative.

Please note that this is a short-term position and the initial appointment will be for 2 months with a possibility of extension.

Please note that the vacancy is open for Tajikistan nationals and permanent residents of Tajikistan.

Tasks and Responsibilities:

Under the direct supervision of the National Legal Officer and overall supervision of Senior Executive Officer, the successful candidate will be tasked with the following duties:

  1. Collecting information to assist the National Legal Officer in preparation of legal opinion and advice to the Head of Office (HoO), Deputy HoO, Senior Executive Officer (SEO) and Chief of Fund Administration (CFA) on a wide range of legal matters; 
  2. Collecting and organizing information related to domestic and international laws, including public, private and administrative law; legal precedents pertaining to the work of OSCE Programme Office in Dushanbe; researching OSCE internal rules and regulations; monitoring the changes in the domestic laws and OSCE internal rules and regulations, and providing information for the National Legal Officer;
  3. Preparing first drafts, reviewing and proofreading legal documents, including legal opinions, implementing partner agreements, memoranda of understanding, cost-sharing agreements, commercial contracts and any other documents of a legal nature; assisting in conducting due-diligences of partners and vendors; 
  4. Contributing to the development of Project Proposals, Programme Outlines, Unified Budget Proposals and any other relevant documents that the OSCE Programme Office in Dushanbe regularly develops;
  5. Organizing and maintaining all legal documents in a confidential way, including filing of hard and soft copies;
  6. Performing other relevant work as required by supervisor.

Necessary Qualifications:

  • Completion of secondary education supplemented by specialized studies in law or political science;
  • Minimum four (4) years of relevant experience;
  • Computer literate with practical experience in Microsoft applications;
  • Excellent written and spoken communication skills in English, Tajik and Russian languages;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

 

Remuneration Package:

Monthly remuneration, subject to social security deductions is 892.75 EUR. Social benefits will include participation in the Cigna medical insurance scheme.

Please note that for this position the OSCE does not reimburse expenses such as travel in connection with interviews, tests, visas and relocation.

 Please be aware that OSCE appointments are subject to medical clearance. 


The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
