International expert to deliver the ToT for firearm officers operating at KAPS and PSI_(SSA)

Background:
At the request of the Kosovo Academy for Public Safety (KAPS) and Kosovo Police (KP) senior management, the OSCE Mission in Kosovo through its UB Project “Integrity and effectiveness of public safety institutions are enhanced through structured communication, education, and engagement of youth and women” of the Department for Security and Public Safety (DSPS) and its Special Advisory Unit (SAU), will organise a Training of Trainers (ToT) course for the KAPS and KP firearm instructors.
Considering that the Kosovo Correction Service (KCS) operates outdoor fire ranges at the correctional facilities and that both KCS and Police Inspectorate of Kosovo (PIK) are licensed to carry firearms, the Mission will extend its support to the training of their trainers. This will enable them to conduct in-service training for new recruits in KAPS and within their respective agencies.
To address this specific and important activity, which benefits the whole security sector in Kosovo, and to support KAPS maintain its international re-accreditation under the US/IADLEST Award of Excellence, the Mission is looking to hire a qualified international firearms expert with proven expertise in ToT for police and other PSI officers.
The International expert is expected to provide 14 working days of instructor training for handguns and long rifles to those PSI’s who, apart from Glock 19 are also using long rifles such as; UMP/ MP5, AK,47, Sig Sauer 516/716, H & K 416.G36 SIG /MPX.
Activity will take place at the KAPS facilities and will gather in total 20 law enforcement officers (both men and women) from KAPS, Kosovo Police (KP), Police Inspectorate of Kosovo (PIK), Kosovo Correction Service (KCS) and Kosovo Customs (KC).
KAPS will provide an indoor advanced Fire Arm Training Simulator (FATS), classrooms used for theoretical and practical interactive exercises, meals and accommodation and translation services during the training, while the transportation to all participants will be provided by KP.
To implement the above, the Mission intends to hire an international firearms instructor/expert, while KAPS and KP will provide training weapons such as long rifles and handguns, ammunitions, and/or access to outdoor firing ranges.
Upon conclusion of the 14-day training, 20 trainers will gain competencies and become competent to provide modern firearm training to their Public Safety Institutions (PSI) new recruits, provide in-service training within their respective institutions/agencies, review and update firearm curricula based on international standards and/or conduct in-house training for future firearm trainers/instructors.
Objective of Assignment:
To equip KAPS and PSI law enforcement providers with Train the Trainers firearms instructor skills, enabling them to deliver in -service ToT training for different firearms in use to the new recruits/cadets, provide in-service training within their respective public safety institutions thus develop and updates firearm curricula based on best international practices.
Duration of Assignment:
The Consultant will be hired for 14 working days.
Tasks and Responsibilities:
- Developing and sending the training methodology, an agenda to activity manager covering the theory and practical part of the training based on the duration;
- Deliver a 14-day Training-of-Trainers (ToT) course for 20 officers from KAPS and PSI to qualify them as local firearms instructors.
The training shall cover:
• Instruction methodologies for handgun, rifle, and shotgun use;
• Fundamentals of shooting;
• Maintenance, cleaning, and inspection of firearms
• Observe the development of the Trainer’s pedagogical skills - Supervise a range with maximum efficiency and safety including assignement of the local range master;
- Prepare a post-training evaluation report summarising the observations during the training and assessing whether the training was beneficial to participants. The report should identify possible internal legislative gaps and challenges that might occur in the future for firearm trainers, and provide recommendations for further actions by OSCE, including supplementary activities to support the students’ professional development. A final report summarising the training delivered, participant performance, and recommendations for future capacity-building;
- Design and handover PPT and/or moderated lesson plans, brochures or other learning material to KAPS , KP and PSI Trainers.
Deliverables:
- By 27 October 2025 submit a final plan of the training and agenda to the DSPS and Activity manager in electronic form;
- From 03-20 November 2025, conduct 14-day firearm ToT training to 20 officers from KAPS and PSI for hand gun and riffles to locally trained firearm instructors ;
- Until 20 November 2025, local range masters to be nominated based on their performance during the training;
- By 25 November 2025, submit the final evaluation/consultancy report to the SAU Activity Manager;
- By 26 November, the international expert handed over the PPT, student evaluation matrix and any other learning material handed over to the activity manager and through the activity manager to the KAPS and PSI curriculum sections for further use by trainers.
Necessary Qualifications:
- Graduated from a recognized and accredited police academy/college /university;
- International expertise in capacity building and development of trainers within accredited police college/university;
- Minimum five (5) years of relevant professional experience in training Firearms Instructors and in evaluation of student’s performance based on their ability to handle the firearms with confidence, use of appropriate training aids, following the lesson plans and meeting all learning objectives, while utilizing the teaching philosophies;
- Professional experience on supervising a firearm range with maximum efficiency and safety.
- Excellent presentation skills;
- Excellent written and oral communication skills in English language;
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds.
Remuneration Package:
Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position, and in accordance with the OSCE established rates.
