Background:
The OSCE Programme Office in Dushanbe in co-operation with the Ministry of Labour, Migration and Employment of Population in 2025 have identified key areas of co-operation for the upcoming years. Among those is to support the implementation of the Strategy for Regulating Migration Processes in Tajikistan 2040. In 2026, as one of the priority areas, the OSCE will facilitate capacity building, for the MoLMEP and its affiliate agencies staff through a three-day training course dedicated to strengthening ethical, transparent, and efficient labour migration governance. The training will enhance the capacity of state officials working on the oversight of the operation of Private Recruitment Agencies (PRA). The training shall include wide range of topics covering both safe migration and legislative norms and standards ensuring the protection of migrant rights across the migration cycle, both within and outside the country of origin.
Objective of Assignment:
It is expected that an international subject matter expert in labour migration will deliver a three-day training course on the management of the operation of Private Recruitment Agencies in Tajikistan by covering 25 state officials representing the Ministry of Labour, Migration and Employment of Population and its subordinate entities.

20 days, September 2026
Tasks and Responsibilities:
Under the overall supervision of the Economic Officer, the successful candidate will be tasked with the following duties:
- Reviewing relevant national strategies, policies, legislation, and institutional frameworks related labour law, migration, social security, economic rights governing the Private Recruitment Agencies (3 days);
- In co-operation with the line state institution developing a training methodology and agenda tailored to the local context and participant profiles (3 days);
- Preparing comprehensive training materials for three days by covering prevention of fraud, exploitation, and abusive recruitment practices and etc. (2 days);
- Conducting interactive training sessions divided in three-days for junior-to-middle level officials and state migration service office officials working with the Private Recruitment Agencies (5 days, including trip);
- Providing technical guidance and recommendations to participants during the training concerning gender-sensitive approach, digital tools and modern recruitment systems and monitoring (1 day);
- Conducting pre-and-post evaluation exercise to assess participants’ learning outcomes by adding it in the comprehensive report upon completion of the assignment (4 days);
- Completing final report and recommendations (2 days).

Necessary Qualifications:
- Advanced university degree in Demography, Labour Migration Studies, Public Policy or other related fields;
- At least 7 years of progressive professional experience in labour migration and recruitment systems, preferably in multiple countries;
- Proven expertise in management and operation of Private Recruitment Agencies (Private Employment Bureau);
- Experience in designing and delivering capacity-building programs, workshops, or executive-level trainings for government officials and policymakers;
- Experience in appliance of ethical recruitment and international labour standards;
- Excellent communication skills and teamwork;
- Advanced skills in Microsoft Office applications and online databases;
- Professional fluency in Russian and English, knowledge of Tajik is an advantage but is not mandatory;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.
Remuneration Package:
Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
