Background:

The Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) works to strengthen security and stability in the OSCE region by promoting international co-operation on economic and environmental issues. In the field of Environmental Co-operation, the participating States have identified a number of threats that have significant security implications. These include, among others: Disaster Risk Reduction, Water Management, Hazardous Waste Management, and Critical Energy Infrastructure. The OCEEA has been working on assessing potential environmental risks based on these factors, including in crisis situations.

The OCEEA is working on assessing the environmental impacts of the ongoing war and developing emergency action plans for remediation, in coordination with the SPU-Support Programme for Ukraine. Different types of expertise are involved and needed in the assessment process. The direct and indirect impacts of this war pose risks to the environment, human health, and security, not just in Ukraine but also in the neighbouring areas. 

Objective of Assignment: 

To enrich its roster of experts and consultants for contractual engagement, the OCEEA calls for applications of international consultants in the fields of:

  • Environmental impact assessment (particularly in conflict and post-conflict settings);
  • Environmental spatial analysis;
  • Environmental data mapping and visualization experts;
  • Built environment experts;
  • Data research and analysis on environmental impacts;
  • Environmental remediation / rehabilitation (particularly in conflict and post-conflict settings);
  • Hazardous waste management (particularly in conflict and post-conflict settings);
  • DRR specialists (particularly in conflict and post-conflict settings);
  • Capacity building on environmental issues.

Duration of Assignment:

The duration of the consultancies will depend on specific project/activity.

 

Tasks and Responsibilities:

The tasks and responsibilities of the consultant(s) will be further defined in detail, but overall the successful candidate(s) would be expected to provide project implementation support, strategic, analytical, and/or policy support in the relevant fields.


Deliverables:

To be further defined within each individual contract, at the time of contract conclusion, in line with the necessities of each individual Terms of Reference (ToR).

 

Necessary Qualifications:

  • Second level degree in international relations, environmental science and sustainability issues, or other relevant fields;
  • Minimum 4 years of professional or academic experience in one or more of the abovementioned areas of expertise;
  • Experience and political understanding of environment-related challenges in the OSCE region;
  • Excellent knowledge of English, including excellent communication and drafting skills, professional fluency in Russian and Ukrainian would be an asset;
  • Excellent analytical and writing skills;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

 

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
