International Consultant/Trainer on Investment Promotion Techniques (SSAs)
Background:
The OSCE Programme Office in Dushanbe (POiD), under the Economic and Environmental Dimension, is organizing a four-day training course for approximately twenty-five representatives from the State Committee on Investment and State Property Management (SCISPM) and the State Unitary Enterprise (SUE) Tajinvest. The course will focus on equipping the participants with modern techniques and essential skills in investment promotion, business negotiations, ethics, and project management, with a particular emphasis on foreign direct investment (FDI).
This capacity-building initiative aims to enhance the participants' ability to effectively engage in bilateral and multilateral investment forums, trade fairs, and business-related events. As Tajikistan’s investment climate continues to improve, it presents valuable opportunities for the development of investment specialists and experts who play a key role in representing government agencies on both local and international platforms.
To deliver this training, the POiD will hire two international consultants/trainers for a period of one month each.
Objective of Assignment:
Two international consultants who will jointly design, prepare and deliver sessions by shifting each other, during a four-day training for staff of the SCISPM and SUE Tajinvest on modern techniques and skills in investment promotion, business negotiations, business ethics, and project management, with a particular emphasis on FDI. Each assignment will comprise 30 working days, including 26 days working remotely and four working days in Dushanbe.

Tasks and Responsibilities:
Under the overall supervision of the Economic Officer the successful candidates will be tasked with the following duties:
- Participating at the preparatory meetings with the OSCE POiD and the other international consultant (remotely);
- Conducting desk research on investment climate, economic development, infrastructural capacity analysis and assessment of state policies based on rankings produced by the financial institutions’ rankings;
- Providing an analysis of the financial, fiscal and legal framework, and stimulative measures (moratoriums) taken by the Government of Tajikistan for inspections of small and medium-sized enterprises (SMEs);
- Designing possible models for equity investment projects, taking into account the public-private partnership mechanisms widely used in the region, including green transition and Environmental, social, and governance (ESG) norms and standards;
- Envisaging inclusive measures for women’s entrepreneurial activities in a broader investment mechanism and estimate the current ratio of gender gap analysis in business;
- Preparing agenda/curriculum and hand out materials by including sessions on best practices in investment policies in Central Asia and worldwide, business ethics, business representation skills/negotiations skills;
- Developing pre- and post-knowledge assessment forms for the participants, using digital platforms to collect feedback and recommendations for improvement from course participants;
- Conducting a four-day training for around twenty-five representatives of the SCISPM and SUE Tajinvest aimed at enhancing their investment promotion skills upon its completion;
- Preparing a technical report on the work done, including observations, recommendations, analysis of pre- and post-knowledge assessment results, quantitative data and a brief list of relevant online educational sources that can be further used by SCISPM and SUE Tajinvest staff.

Necessary Qualifications:
- University degree in economics, marketing, business administration, development studies, finance or in other related field;
- Minimum 5 years of professional experience in the field of investment, trade, finance and commerce and/or export promotion;
- Professional experience of working with inter-governmental trade organizations, business associations/committees or membership of working groups on trade facilitation would be an advantage;
- Experience in the design and delivery of training modules, development of strategic approaches and assessments related to investment promotion;
- Knowledge of methods for putting cluster economic development policies into practice;
- Professional fluency in the Russian language; knowledge of English, both spoken and written, is an advantage.
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
- Computer literate with practical experience using Microsoft applications.
Remuneration Package:
Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
