Background:

Please note that this is a consultancy assignment of a temporary nature, with an expected duration of up to 30 working days until 20 December 2025. Work location: home-based.

 

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

 

The Office of the Special Representative and Co-ordinator for Combating Trafficking in Human Beings (OSR/CTHB) is a part of the OSCE Secretariat aiming at assisting OSCE participating States in the implementation of all relevant commitments and full usage of recommendations set forth in the OSCE Action Plan to Combat Trafficking in Human Beings and its Addenda. The Special Representative and Co-ordinator for Combating Trafficking in Human Beings represents the OSCE at the political level on anti-trafficking issues. The OSR/CTHB provides a co-ordinating function among OSCE structures and institutions involved in combating trafficking in human beings (THB) with a focus on the following activities: enhancing the awareness and understanding of all forms of THB across the OSCE region; policy, planning and advocacy especially in the area of emerging trends of THB and effective approaches to combat THB; and direct assistance to participating States in practical and technical areas, at their request.

 

In line with its workplan and in co-operation with the Chair of the OSCE, participating States, and Partners for Co-operation, in 2025 the OSR/CTHB will continue to raise political will and the profile of the anti-trafficking agenda critical to address the complexity, evolution, and scale of the challenge with tangible tools and technical assistance. Through its engagement with policy-makers and legislature, the National Anti-Trafficking Co-ordinators and Rapporteurs or equivalent mechanisms, and other relevant stakeholder, as well as sharing of expertise, the OSR/CTHB will contribute to strengthening national legal and institutional frameworks and streamlining OSCE-wide efforts in combating THB.

 

The services of a consultant are required to provide legal analysis of the comprehensive anti-trafficking laws enacted by the OSCE participating States and Partners for Co-operation and to develop the draft issue brief on the role of a National Anti-Trafficking Co-ordinator. 

 

Tasks and Responsibilities:

The consultant/expert’s services will be engaged by the OSR/CTHB to implement the following tasks:

 

1)     Providing analysis of the comprehensive anti-trafficking laws adopted in the OSCE participating States and Partners for Co-operation with a view to identify positive practices in terms of structure and areas covered by such laws across the region;  

2)  Drafting an issue brief on the role of the National Anti-Trafficking Co-ordinators in the national anti-trafficking architecture to complement the OSR/CTHB expert guidance on the role of the National Anti-Trafficking Rapporteurs and National Action Plans (see Issue Brief - The role of independent National Rapporteurs or equivalent mechanisms in enhancing States’ anti-trafficking responses | OSCE and Modernizing National Action Plans to Strengthen States’ Anti-trafficking Efforts | OSCE).

Necessary Qualifications:

       Second-level university degree in law, international relations, human rights, political, social science or a related field;

       Minimum 8 years of professional experience at national and/or international level in the area of combating trafficking in human beings;

       Excellent knowledge of international standards as well as the national legislation and practices on combating trafficking in human beings, particularly in the area of anti-trafficking laws and structures;

       Excellent command of English, ability to write clearly and concisely;

       Ability to adhere to deadlines and work independently as well as collaboratively;

       Accuracy and diligence;

       Computer literacy;

       Familiarity with the work of intergovernmental organizations, in particular, the OSCE, would be an asset;

       Excellent communication skills.

 

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
