International consultant to deliver three-day “Advanced Training in Criminal Analysis” (SSA)

Background:

In September 2025, the OSCE Mission in Kosovo (the Mission) Department for Security and Public Safety (DSPS), through the Community Safety Development Section (CSDS) project on “Further enhancing community safety forums and increasing public confidence and satisfaction in policing (phase VII)” will organize a three-day “Advanced training in criminal analysis” for 20 KP analysts from the Department of Intelligence and Analysis and other KP analytical cells. The training will offer a comprehensive and multifaceted approach to understanding and solving crimes, equipping the analysts with essential skills to conduct effective investigations and make informed decisions. This training will cover various disciplines and techniques critical to criminal analysis, enhancing KP’s capabilities in tackling complex criminal investigations, improving crime prevention efforts, and responding to emerging threats. The training aims to provide participants with advanced methods for analysing criminal behaviour, motivations, and crime patterns. It covers psychological profiling, hypothesis testing, and financial analysis in criminal investigations. Participants will learn to apply updated tools and technologies for gathering and analysing criminal intelligence and integrate various analytical techniques to address complex crimes. The training supports KP's efforts to prevent and address both basic and organized criminal activities. The course will also emphasize integrating traditional and technological methods to enhance the analysis process, fostering the continued development of KP analysts' competencies.

The Mission will ensure a gender-balanced and non-majority communities’ representation among the participants through close consultation with the KP. When planning this activity, we will ensure that they take these considerations into account when selecting the analysts for this training. While the training focuses on enhancing expertise in tackling crime and is not gender specific. However effective criminal analysis is crucial to the investigation of gender-based violence and similar offences where the suspect is unknown and so will be extremely beneficial in this respect. The Mission will hire an international expert to conduct the training and will provide logistical and translation support during the event. It will also cover the expenses for the venue, lunch, refreshments, and stationery. The training will be held in Prishtinë/Priština. 
The added value of the international expert in this context lies in his/her expertise and experience in this relevant field. By providing specialised training in this area, the expert can equip participants from the Department of Intelligence and Analysis and other KP analytical cells with advanced skills and knowledge on criminal behaviour analysis, psychological profiling, hypothesis testing, financial crime investigation, and using updated tools for criminal intelligence. They'll also learn to integrate various analytical techniques for solving complex cases and support crime prevention efforts.

Objective of Assignment:

This training will equip 20 analysts from the KP with advanced skills and tools for analysing criminal behaviour, profiling offenders, investigating financial crimes, and enhancing criminal intelligence to solve complex cases and support crime prevention.

Duration of Assignment:

The Consultant will be hired for 5 working days.

Tasks and Responsibilities:

1. To develop the training methodology and materials in consultation with the DSPS Community Safety Development Section (CSDS) activity manager, deliver the agenda, presentations, and case studies before the training;
2. To prepare the presentations for the three-day on “Advanced Training on Criminal Analysis” plan and submit them to the activity manager for review;
3. To deliver a three-day training for 25 participants three-day “Advanced Training in Criminal Analysis”;
4. To prepare and deliver the final report.

Deliverables:

• By 22 August 2025, develop and submit the presentations, agenda, and other training materials to the OSCE activity manager for approval and potential amendments, including the pre-and post-training survey questions;
• By 1 September 2025, incorporate CSDS comments in the training agenda and material and submit the final version to the activity manager for approval;
• From 9 to 11 September 2025, the consultant successfully delivers a three-day training for 25 participants;     
• By 30 September 2025, deliver a final report to the OSCE activity manager, summarizing the observations during the training, identifying gaps on the topic, as well as future actions’ recommendations.

Necessary Qualifications:

• University degree in criminology, in particular on Criminal Analysis, or other similar vocational qualification relevant to the topic;
• Minimum five years of training experience in the area of Criminal Analysis, and in particular, practical research methods and the latest technology, research techniques, and tools to collect, assess and analyse data capture;
• Proven experience in delivering specialized training courses to law enforcement agencies and public institutions;
• Previous experience of working in a capacity building role;
• Excellent spoken and written English language is mandatory;
• Demonstrated ability and willingness to work as a team member, with people of different cultural and religious backgrounds and different gender, cultural sensitivity and judgment;
• Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), and the Internet.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
