International Consultant on Open-Source Intelligence (OSINT) and Training of Trainers in Law Enforcement (SSA)

Background:

In June 2026, the OSCE Mission in Kosovo (Mission), through the Department for Security and Public Safety (DSPS), will organize a five-day Training of Trainers (ToT) course on Open-Source Intelligence (OSINT) for 25 officers from the Kosovo Police (KP) Directorate of Intelligence and Analysis (DIA). The training will be delivered by an international OSINT expert and will focus on advanced open-source tools and techniques, including structured and advanced online searches, geolocation, digital footprint tracking, and analytical exploitation of open sources, while integrating legal, ethical, and human-rights-compliant considerations.

The activity aims to strengthen the KP’s analytical capacities and improve the quality, reliability, and timeliness of intelligence products in support of the implementation and operationalization of the KP Integrated Intelligence-Led and Community Policing Strategy and Action Plan.

The ToT approach will prepare selected KP officers to act as internal trainers, enabling them to cascade OSINT knowledge and skills throughout the KP and thereby strengthen sustainable in-house expertise. Participants will enhance their ability to systematically collect, assess, verify, and analyse open-source information, contribute to intelligence-led decision-making, and support operational and strategic policing priorities. By institutionalising OSINT competencies within the KP, the training will enhance intelligence quality, support evidence-based policing, and contribute to improved prevention, efficiency, and service delivery in addressing community safety and security challenges. This activity represents the final stage of the Mission’s OSINT capacity-building support and marks a transition toward full institutional ownership by embedding OSINT knowledge, skills, and training capacity within the Kosovo Police. The Mission will engage an international OSINT expert to conduct the training and will cover all related costs, including the venue, refreshments, and training materials.

The added value of engaging an international OSINT expert lies in the expert’s specialised knowledge and practical experience in advanced OSINT methodologies and training delivery. Through this ToT, the expert will ensure the transfer of contemporary best practices, reinforce ethical and lawful use of open-source intelligence, and support the development of a sustainable internal training cadre capable of maintaining and expanding OSINT capacities across the KP.
 

Objective of Assignment: 

This training will equip 25 officers from the Kosovo Police Directorate of Intelligence and Analysis with advanced Open-Source Intelligence (OSINT) skills and Training of Trainers competencies, enabling them to effectively collect, verify, and analyse open-source information using contemporary tools and techniques, and to deliver OSINT training internally in support of intelligence-led policing and strategic decision-making.

Duration of Assignment:

The Consultant will be hired for 7 working days.

Tasks and Responsibilities:

1. To develop the training methodology and materials in consultation with the DSPS Community Safety Development Section (CSDS) activity manager, including pre- and post-training knowledge assessment tools, and to submit the training agenda, presentations, case studies, and tests before the delivery of the training.
2. To prepare the presentations, practical exercises, and knowledge assessment tools for the five-day Training of Trainers course on Open-Source Intelligence (OSINT) and submit them to the activity manager for review and approval prior to the training.
3. To deliver a five-day ToT course for 25 participants on OSINT, providing advanced, practice-oriented instruction on OSINT tools and techniques, while integrating legal, ethical, and human-rights-compliant considerations.
4. To prepare and deliver the final report
    

Deliverables:

• By 25 May 2026, develop and submit the presentations, agenda, and other training materials to the OSCE activity manager for approval and potential amendments, including the pre and past-training survey questions.
• By 30 May 2026, incorporate CSDS comments in the training agenda and material and submit the final version to the activity manager for approval.
• From 22 to 26 June 2026, the consultant successfully delivers a five-day training for 25 participants.        
• By 10 July 2026, deliver a final report to the OSCE activity manager, summarizing the observations during the training, identifying gaps on the topic, as well as future actions.

Necessary Qualifications:

• University degree in criminology, in particular in Open-Source Intelligence (OSINT) analysis, or other similar vocational qualification relevant to the topic;
• Minimum five years of training experience in the area of OSINT, and in particular, practical research methods and the latest technology, research techniques, and tools to collect, assess and analyse data capture;
• Proven experience in delivering specialized training courses to law enforcement agencies and public institutions;
• Previous experience of working in a capacity building role;
• Excellent spoken and written English language is mandatory;
• Demonstrated ability and willingness to work as a team member, with people of different cultural and religious backgrounds and different gender, cultural sensitivity and judgment.
• Proficiency in digital literacy, including the effective use of Microsoft Office (Outlook, Word, Excel, and PowerPoint) and the Internet.
   

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for
this position and in accordance with the OSCE established rates.
