Background:

The work of the OSCE Programme Office in Bishkek (POiB) focuses on a range of security issues, from countering terrorism, border security, and transnational threats such as human trafficking to developing the country’s regions, strengthening efforts to combat corruption on all levels, as well as supporting the reform of the justice sector, implementation of election reform, gender equality and building open and resilient societies.

As part of its mandate, the OSCE Programme Office in Bishkek assists the national authorities of the Kyrgyz Republic in addressing environmental security challenges, which comprises technical, legal and institutional support for the environmental governance bodies.

The OSCE Programme Office in Bishkek is seeking an experienced international consultant on export control in the field of CBRN (chemical, biological, radiological and nuclear)  safety, to prepare and conduct capacity-building training for specialists and inspectors of the Department of State Regulation in Environmental Protection and Safety of the Ministry of Natural Resources, Ecology and Technical Supervision on physical safety during transportation of radioactive materials, ensuring safety and control of radiation sources and preventing their illicit trafficking, theoretical exercises for loss or discovery of orphan sources, chemical and ionizing radiation sources inventory, licensing procedure and procedure (use of ionizing radiation sources, storage, disposal of radioactive substances, permission to import/export) in the field of CBRN, sources of ionizing radiation (determining the hazard class of an object, which sources of ionizing radiation are exempted from regulatory control), review and development of project proposals to the International Atomic Energy Agency (IAEA), completing RASIMS and PCMF according to the IAEA (training on correct filling) as well as assist in developing instructions and other relevant documents (analysis, recommendations) of the national regulatory framework in the field of CBRN.

 

Objective of Assignment: 

To enhance the capacities of the specialists and inspectors of the Department of State Regulation in Environmental Protection and Safety of the Ministry of Natural Resources, Ecology and Technical Supervision by providing a training on export control in the field of CBRN safety and assisting in developing instructions and other relevant documents (analysis, recommendations) of the national regulatory framework in the field of CBRN.

 

Duration of Assignment:

20 working days.

 

Tasks and Responsibilities:
Under the overall supervision of the National Environmental Officer, the successful candidate will be tasked with the following duties:

  1. Develop the training module for the capacity-building training for specialists and inspectors of the Department of State Regulation in Environmental Protection and Safety of the Ministry of Natural Resources, Ecology and Technical Supervision;
  2. Conduct an online (Zoom) training session with pre/post-test on export control in the field of CBRN safety for relevant staff of the Department of State Regulation in Environmental Protection and Safety of the Ministry of Natural Resources, Ecology and Technical Supervision;
  3. Brief analysis and evaluation of national regulatory framework in the field of CBRN;
  4. Assist in developing instructions and other relevant documents (analysis, recommendations) of the national regulatory framework in the field of CBRN;
  5. Review and development of project proposals within the IAEA Call for project ideas, concepts and applications.


Deliverables:

  1. Deliverables report was submitted. Copies of the training module;

Necessary Qualifications:

  • University degree in Chemistry, Biology, Radiological Safety, Project Management, Strategic Planning, Environmental Studies (with focus on CBRN) or related fields;
  • Minimum 8 years of professional experience in CBRN; 
  • Experience in conducting training courses and developing strategic documents on specific subjects related to CBRN;
  • Experience working with national agencies and international organizations, professional affiliation with IAEA or Rosatom would be an asset;
  • Proven ability to successfully interact and establish a working relationship with government officials;
  • Professional fluency in English and Russian with excellent communication (both oral and written) skills;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

 

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
