Background:

The OSCE Mission in Kosovo (the OSCE) is implementing the project “Advancement of strategic and operational capacities and human rights compliance within security sector institutions”. The project supports Kosovo security-sector institutions in strengthening operational effectiveness, accountability and compliance with human rights standards, including the prevention of and response to domestic violence (DV), gender-based violence (GBV) and violence against women (VAW).
Since 2021, the OSCE has supported the Kosovo Police (KP) Domestic Violence Directorate in developing, piloting and refining the Domestic Violence Risk Assessment Tool. Activity 4.1 will consolidate this multi-year support by linking the practical application of the new standard operating procedures for domestic violence cases with the operationalization of electronic monitoring of protection orders. 
This integrated approach advances the Protection and Prosecution pillars of the 16 Days of Activism Against Gender-Based Violence campaign by strengthening enforcement of protection orders and survivor-centred justice procedures. 
Following the functionalization of the electronic monitoring programme in all police regions in August 2025, KP requires consistent operational knowledge and decision making across the full monitoring cycle. This includes risk assessment and reassessment; victim safety planning; notification and activation workflows; alert verification, prioritization and response; documentation and evidentiary considerations; information security and data protection; supervisory oversight; contingency arrangements; and co-ordination with courts, prosecutors, victim advocates, social services and other responsible actors.
Under Sub-activity 4.1.1, the OSCE will engage an international consultant to design and deliver a five-day in-person training for 20 KP domestic-violence investigators and senior officers. The training will combine international standards and comparative practice with exercises based on realistic, anonymized scenarios.
 

 

Objective of Assignment: 

Overall objective of the training is to strengthen the capacity of KP domestic-violence investigators and senior officers to implement and supervise protection orders monitored through electronic devices in a lawful, consistent, gender-sensitive and survivor-centred manner, while supporting effective risk management and co-ordinated institutional responses.

 

Duration of Assignment:

8 working days within a one-month period

 

Tasks and Responsibilities:

  • In consultation with the OSCE activity manager, the KP Domestic Violence Directorate and relevant electronic-monitoring focal points, review the applicable legal and operational framework, protection-order workflows and institutional roles. Conduct a preparatory consultation to identify priority learning needs and develop a tailored training methodology and agenda.

  • Prepare a complete, context-specific training package covering: applicable international standards and comparative practice; the electronic-monitoring cycle and institutional roles; risk assessment, reassessment and safety planning; gender-sensitive and trauma-informed communication; alert typologies, verification, prioritization, escalation and response; suspected breaches, documentation and evidentiary considerations; confidentiality, personal-data protection and information security; supervisory oversight, quality assurance and contingency arrangements; and multi-sectoral co-ordination. Include realistic anonymized cases, practical exercises, job aids, an operational checklist and pre- and post-training assessment tools.

  • Deliver a participatory five-day in-person training for 20 KP domestic-violence investigators and protection officers. Use practical scenarios to test risk-based decisions, victim-safety measures, alert response, documentation, escalation and inter-institutional co-ordination. Administer pre- and post-training assessments.

  • Prepare a post-training evaluation report assessing delivery, learning results, participant engagement, operational issues raised and recommended follow-up by KP and the OSCE. Revise all materials in light of the training and submit the complete package in final form.


Deliverables:

  • By 28 October 2026, submit an inception note, draft agenda, methodology, proposed learning outcomes and a concise training-needs summary to the activity manager for review and comments.

  • By 4 November 2026, incorporate comments and submit the final agenda, presentations, facilitator notes, case studies, exercises, job aids, operational checklist and assessment tools in editable electronic format for approval.

  • From 9 to 13 November 2026, deliver the five-day training for 20 participants by using all the training aids as described.

  • By 23 November 2026, submit a final consultancy report and complete training package in a final form.   
     

 

Necessary Qualifications:

  • A university degree in law, criminology, criminal justice, policing, psychology, social sciences, public administration, information security or another relevant field, or graduation from a recognized police academy or police college; an advanced degree is an asset.
  • A minimum of ten years of relevant professional experience in law enforcement, criminal justice, domestic-violence response, protection-order enforcement, offender monitoring or a closely related field.
  • Demonstrated practical experience in designing, implementing, supervising or evaluating electronic-monitoring arrangements, preferably involving domestic-violence protection orders, victim safety or high-risk offenders.
  • At least five years of demonstrated experience designing and delivering adult-learning programmes for police, criminal-justice professionals or other public officials.
  • Strong knowledge of gender-sensitive, trauma-informed and survivor-centred responses to DV, GBV and VAW, including risk assessment, safety planning and multi-agency case co-ordination.
  • Demonstrated knowledge of operational alert management, incident documentation, evidentiary considerations, supervision, quality assurance, contingency planning, personal-data protection and information security in electronic monitoring.
  • Demonstrated command of relevant OSCE, United Nations, Council of Europe and international standards and comparative good practices concerning domestic violence, protection orders, victims’ rights, proportionality and due-process safeguards.
  • Previous professional experience with international organizations and in South-Eastern Europe or the Western Balkans is highly desirable; knowledge of Kosovo’s institutional and legal context is an asset.
  • Excellent spoken and written English and strong analytical, drafting, presentation and facilitation skills; knowledge of Albanian and/or Serbian is an asset.
  • Demonstrated gender and cultural sensitivity, sound professional judgment, discretion and ability to work effectively with participants from diverse backgrounds.
