Background

The OSCE Support Programme for Ukraine (SPU) is currently implementing a project “Enhancing Ukraine’s Capacity to Respond to Chemical Hazards” aimed at strengthening the capabilities of the State Emergency Service of Ukraine (SESU) and the State Border Guard Service of Ukraine (SBGSU) to respond to chemical emergencies of different scale and to co-ordinate inter-agency chemical emergency response. 
The Project foresees providing expert support to national partners in various areas of chemical safety and civil protection, as well as equipping SESU and SBGSU with modern chemical protection equipment and equipment for conducting Chemical, Biological, Radiological (CBR) training exercises.
Moreover, the project envisages the delivery of training sessions on identification of and response to chemical threats and civil protection for SESU and SBGSU CBR professionals; conducting command-staff exercise on inter-agency chemical emergency response; developing hand-books and methodological recommendations; reviewing and updating training programs on chemical safety and civil protection; participating in the development of Standard Operating Procedures (SOPs) in the field of civil protection, chemical safety and response to chemical emergencies, as well as activities related to pre-medical aid and first response during chemical and other CBR-related incidents, including development of training materials and delivery of training activities.

Please note that this is a vacancy notice to enlarge the roster. Successful candidates are expected to work within several short-term consultancy assignments throughout the Project implementation. The detailed information regarding the dates and the duration of the contracts will be provided at a later stage. The consultants will be required to work from home with the ability to travel to perform tasks, if necessary.
 

Tasks and Responsibilities

Under the overall supervision of Senior Project Associate, the successful candidate(s) will be tasked with the following duties:

  • Developing agendas and supporting materials for in-person training sessions of identification and response to chemical threats, CBR safety, civil protection and pre-medical aid during chemical and other CBR-related incidents for SESU and SBGSU personnel, including theoretical sessions, practical exercises, presentations, exercise scenarios, hand-outs, and other relevant materials, conducting the aforementioned training sessions.

  • Developing agendas, scenarios, and supporting materials for command-staff exercises on inter-agency chemical emergency response for SESU and SBGSU personnel, and support their implementation.

  • Developing handbooks, methodological recommendations, training manuals and other educational and reference materials related to chemical safety and civil protection, pre-medical aid during CBR incidents.

  • Reviewing existing training programs, curricula and methodological approaches, related to chemical safety and civil protection for SESU and SBGSU personnel, and providing recommendations on their updates.

  • Participating in the development and review of Standard Operating Procedures (SOPs), methodological documents, and other materials in the field of chemical safety, civil protection.
     

Necessary Qualifications

Education:

  • First-level university degree in civil and CBR protection, chemistry, industrial safety, law enforcement, emergency response, medicine, public health or related areas.

  • Second-level university degree, relevant advanced training, or professional certifications in CBR protection, civil protection, emergency response, pre-medical aid, tactical medicine, emergency medical response, or related fields would be an advantage.
     

Experience and knowledge/skills:

  • Minimum 5 years of professional experience in civil protection, chemical safety, emergency response, CBR protection, or related field.

  • Experience working within or co-operating with national authorities and international organizations, engaged in CBR safety and civil protection would be an asset.

  • Experience in organizing and conducting training sessions, practical exercises, and command-staff exercises on CBR safety, civil protection, chemical emergency response, and inter-agency co-operation.

  • Experience in pre-medical aid, emergency medical response, casualty management, tactical medicine, or medical support during chemical, CBR, or other emergency incidents would be an asset.

  • Experience in development and/or review of training programs, curricula, handbooks, methodological recommendations, SOPs, legislative and regulatory documents related to civil protection, and chemical emergency response.

  • Knowledge of international and Ukrainian legislation and regulatory framework in the field of civil protection, chemical safety and emergency response. 

  • Strong communication, coordination, drafting and analytical skills.

  • Strong presentation and facilitation skills, including the ability to deliver trainings and practical exercises for professional audiences.

  • Professional fluency in English with excellent communication (both oral and written) skills.

  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

  • Ability and willingness to work with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

  • Computer literacy with practical experience using Microsoft applications.
     

Remuneration Package

The suitability of candidates shall be determined taking into account their qualifications, expertise, experience, and the value for money of their services. Therefore, applicants are requested to indicate their proposed daily rate for the foreseen services, in the pre-screening section at the end of the application phase.

OSCE reserves the right for final remuneration decision. The remuneration will be based on the applicable fee scale that applies to the delivery of consultancy services by individual contractors, and shall depend on the complexity of the tasks and deliverables and the degree of technical expertise required.
