Background:

 

The Office for Democratic Institutions and Human Rights (ODIHR) is seeking an experienced consultant (hereafter ‘evaluator’) to undertake an objective and independent evaluation of the project “Advancing the Human Dimension of Security in Ukraine”. The evaluation will take place between January and April 2022. 

 

ODIHR is the principal institution of the OSCE responsible for the human dimension of security. It is active throughout the OSCE area in the fields of elections, democratic institutions, human rights, tolerance and non-discrimination, and the rule of law. 
 

Through 2015 – 2018 ODIHR implemented the “Strengthening Dialogue among Civil Society and with Key Government Stakeholders on Human Dimension Issues in Ukraine” project (Phase I). A key strength of ODIHR’s interventions in Ukraine during 2015-2018 was a strong focus on partnerships that brought together ODIHR, state and non-state stakeholders and enabled wider scope and coverage of activities. In January 2019, ODIHR launched a follow up initiative “Advancing the Human Dimension of Security in Ukraine” project (Phase II). The project builds on results achieved in Phase I in the areas of human rights monitoring, tolerance and non-discrimination and democratization. The project represents a holistic portfolio of initiatives aimed at advancing the human dimension of security in Ukraine. 

 

Project Objective: To uphold the human dimension of security in Ukraine by advancing the respect for human rights, strengthening democratic institutions and promoting tolerance in the society through capacity building, co-operation and advocacy.
 

 

Objective  and Scope of Assignment: 

 

The aim of the evaluation is to: a) assess the emerging impact and success of the project; b) assess the sustainability of the various project outputs; c) identify lessons learned and good practices that can inform future similar activities as well as inform the development of follow-up programmes and projects in the same thematic area throughout the OSCE region. The evaluation will seek to understand whether the design is optimally linked to achieving the intended objective, taking into account external factors and risks that were contributing to or were constraining the delivery of outcomes. 

 

Lessons from the implementation of the project shall be analyzed to issue recommendations on how ODIHR can improve implementation of similar projects in the future on and how to more efficiently and effectively use resources available for ODIHR’s engagement in the relevant programmatic areas. The evaluation will have, therefore, a backward-looking and a forward-looking dimension. 

 

The evaluation will include all relevant activities undertaken between January 2019 (launch of the project) and January 2022.

 

The evaluation will also consider how the project design, implementation and delivery took into account the different needs of women and men and how it impacted them. In doing so, it will identify gaps, good practices and lessons learned inter alia through gender analysis and consultations with both women and men to provide recommendations on how to further improve gender mainstreaming in future project activities. 
 

 

Methodology:

 

The evaluation will be based on three Development Assistance Criteria (DAC) as laid out in the DAC Principles for evaluation of Development Assistance (relevance, effectiveness, sustainability), and one additional ODIHR criteria of added value. The evaluation will include special consideration of the political objectives of the OSCE, the intergovernmental nature of the Organization and the political and administrative context in which ODIHR operates. 

 

The focus of the evaluation will be on the project beneficiaries, i.e. groups or entities with whom ODIHR has interacted under the auspices of the project implementation directly or indirectly and who the project has been able to influence. 

 

A detailed evaluation design will be developed by the evaluator and should make use of a mix of quantitative and qualitative data collection tools: desk review, surveys and interviews, as well as review of other documentation such as financial information. The evaluation design and the subsequent data collection will ensure the collection of sex-disaggregated data and the analysis of this data will be done using gender analysis.  If necessary, an interpreter will be provided by ODIHR for the interviews.

 

The desk review will mainly include the following type of documents: project documentation, reports, agendas, presentations and training materials, and participant feedback forms. 

 

The evaluation should be carried out with full consideration of the safety and confidentiality of all persons participating in the project.

1.    Introductory phase:

•    Review and analysis of project documents
•    Collection of additional information about the project and a list of contact persons/organizations from ODIHR staff 
•    Interview ODIHR staff (online)

•    In depth analysis of documents
•    Development  of evaluation questions and criteria
•    Development of tools and methods
•    Agreeing with ODIHR on precise evaluation questions and methodology – submission to ODIHR in writing

3.    Data collection phase:

•    Surveys/phone and online interviews
•    Presentation of the emerging findings

4.    Data analysis and report writing phase:

•    Analysis of responses, documentation
•    Drafting of report and submission to ODIHR, including annexed project survey results

5.    Report presentation visit and finalization:

       a.    Via teleconference:

•    Presentation of draft report to ODIHR 
•    Discussion, feedback and agreement on adjustments

Necessary Qualifications:

 

The evaluator should have the following expertise:

  • Advanced university degree (Master’s degree or equivalent) in law, political science, social science, international relations, international development, peace and conflict, human rights, or other relevant disciplines. A combination of relevant academic qualifications and extensive experience may be accepted in lieu of the advanced university degree.
  • Extensive experience (minimum 7 years) of designing/implementing and conducting evaluations, in particular of projects implemented at the international level, e.g. multi donor funded projects, in the fields of human rights and/or democracy assistance or other relevant fields. Former experience in evaluating projects focusing on Ukraine would be an advantage.
  • Demonstrated thematic knowledge of human rights, including topics such as tolerance and non-discrimination, victim centered approaches, gender equality and hate crime would be advantageous. 
  • Comprehensive understanding of gender mainstreaming in projects and experience in applying gender mainstreaming in evaluation methodology.  
  • Professional knowledge of English; knowledge of Ukrainian would be advantageous.
  • Ability and professional experience of inter-cultural environments and professional conduct with significant political tact. 
  • Experience with the OSCE would be an advantage.

 

Remuneration Package:

 

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
