General Minimum Requirements
The general minimum requirements for working with the OSCE are:
Excellent physical condition;
Possession of a valid automobile driving license and the ability to drive using a manual transmission;
Ability to cope with physical hardship, willing to work extra hours and in an environment with limited infrastructure.
Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are:
Work experience in the fields of economics, business development, good governance, regional planning and development or environmental development and protection;
Experience working with developing or transitional economies;
Communication, interpersonal and analytical skills;
Good knowledge of OSCE principles and commitments is desirable.
Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following:
Education:
Advanced (second-level) university degree in economics, regional planning and development, environmental studies, natural science or related fields. A first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree;
A certified training course in a relevant field is desirable;
Experience:
A minimum of six (6) years of relevant, diversified and progressively responsible professional experience is required, including at least three (3) years at the management level relevant to the actual position.
Mission Specific Requirements
Additionally, this particular post has specific requirements:
- International mission members in the OSCE are internationally recruited. For the purposes of OSCE Missions (Field Operations) this means that they are hired to work in a duty station outside of their home country or country of permanent residence. As a result, nationals and permanent residents of the duty station are not eligible for international mission member positions. In the case of individuals with multiple nationalities, candidates are still ineligible for consideration even if using another citizenship for application while simultaneously maintaining the citizenship or permanent residence status of the country where the duty station is located;
Project management experience, including development, implementation and monitoring, preferably of economic and environmental governance project activities;
Demonstrated management and supervisory experience;
Ability to establish contact and develop confident relations with (local) government officials and institutions, as well as the ability to work with civil society;
Strong analytical, organizational, communication and interpersonal skills; ability to compile and analyse relevant information;
Cultural sensitivity and judgment;
Experience in the field of governance (e.g. anti-corruption, natural resources, housing and land) and public procurement issues;
Familiarity with concepts such as the Green Economy and Integrated Water Resource Management;
Previous international work experience, preferably within field operations in the Commonwealth of Independent States (CIS), especially in the Central Asia region;
Proven management and supervisory experience, including strong leadership skills;
- Professional fluency in English, both oral and written; Working knowledge of Russian;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
Demonstrated ability and willingness to work as a member of a team with people of different cultural and religious backgrounds, different genders, and diverse political views while maintaining impartiality and objectivity;
Ability to operate Windows-based applications and use the Microsoft Office package.
Tasks and Responsibilities
Under the supervision of the Head of Programme Office (HoPO) and Deputy Head of Programme Office (DHoPO), the incumbent will be performing the following functions:
Leading the Economic and Environmental Activities programme of the Programme Office in Bishkek (POiB) and being responsible for all its aspects and activities;
Providing support and advice to the HoPO and DHoPO on economic governance, good governance, environmental and regional development issues;
Taking the lead in defining the strategy and necessary resources for the Economic and Environmental Activities programme through the Programme Budgeting process;
Overseeing and directing the development, co-ordination and implementation of economic governance, good governance, environmental and regional development governance projects, at the same time ensuring the implementation of the programmatic activities in full compliance with the OSCE’s Common Regulatory Management System (CRMS);
Ensuring that all relevant projects are adequately monitored, controlled and reported on;
Assisting in arranging OSCE events, inter alia, regional seminars and visits to the area by OSCE delegations, as well as other events with OSCE participation;
Supervising the work of all staff in the Economic and Environmental Activities programme;
Identifying local and international stakeholders relevant to the fulfilment of the programme and maintaining regular communication with them;
Representing the OSCE and the POiB in advocating for the fulfilment of economic and environmental governance commitments to external audiences;
Performing other duties as required.
