Background:
The “e-Legislation Support for Albania” project builds upon the work carried out under the “Support to Parliament and Civic Education” Project (PACEP) implemented by the OSCE Presence in Albania (the Presence) to improve core functions of the Parliament through innovative technology solutions. The project will consolidate the progress made by PACEP, complete the components for the e-Legislation system and ensure that the Albanian Parliament starts to operate with a functioning and integrated e-Legislation system. The Project seeks to address the challenges in accessing consolidated legislative acts without considerable effort to manually compile laws and their amendments with the inevitable occurrence of mistakes. The Project will engage a Local Expert in the capacity of Expert Operator for e-Legislation to support the Assembly of Albania with the digitalization of the archive, supporting the scanning, categorization, markup and consolidation of legislative documents. The Expert Operator for e-Legislation will mentor and work closely with the Junior Operator, and in coordination with the Project Team and Project’s Expert, the Expert Operator for e-Legislation will lead the markup and consolidation of legislative documents in Lime Editor. The Expert Operator for e-Legislation is expected to deliver at least 15 Laws in their consolidated form. Engagement is foreseen during the period 10 Feb – 10 Jun 2025 for a maximum of 80 working days.

 

Objective of Assignment: 
The Expert Operator for e-Legislation will be working in the premises of the Assembly of Albania and in close collaboration with the Junior Operator/s and will lead the markup and consolidation process in Lime Editor and publish in e-Legislation Search Engine/Portal at least 15 Laws in their consolidated form. The digitalization’s final documents in XML format will comply with the scanned document contents, therefore ensuring accuracy and providing credibility of the data uploaded to the e-Legislation repository. The role involves handling sensitive legal documents and ensuring their accurate representation in digital form. Therefore, the Expert Operator for e-Legislation should ensure the security and confidentiality of digitalized legal documents.

 

Duration of Assignment:
This consultancy position is envisaged to last for a period of 4 months, from February to June 2025.

 

Tasks and Responsibilities:

Technical assistance for generating consolidated legislative texts with the new e-legislation system:

•    Markup and Consolidation: Lead the markup and consolidation process of legislative documents using Lime Editor to ensure they conform to the required structure and standards for publication. The list of laws/legal acts to be marked up and consolidated will be provided by the Project Team, in close consultation with the Assembly of Albania. 
•    Publication and Quality Assurance: Facilitate the quality assurance and publication workflow/process and in close coordination with the Project Team and e-Legislation Focal Point in the Assembly, provide the necessary marked up files for the Legal Advisor/s and Project Expert to validate the files. Reflect the necessary changes in the digital files as per the comments provided by the Legal Advisor Team and/or the Project ensure the accuracy and compliance of published content.
•    Technical Guidance/Mentoring: Provide day-to-day technical support and guidance on e-Legislation system to Junior e-Legislation Operator/s. As part of the process, in close collaboration with the Project Expert, conduct peer-to-peer training and demonstration session/s on markup on the markup techniques and use of the Lime Editor.
•    Document Management: In close coordination with the e-Legislation Focal Point and Project Team, oversee the workflow of document processing from markup to publication in the Search Engine/Portal. 
•    Reporting: Develop comprehensive periodic reports detailing the markup process, consolidated acts, challenges encountered, and solutions implemented. Report regularly to the National Project Officer and the e-Legislation Focal Point in the Assembly. 


Deliverables:

At least 15 Laws in their consolidated form are published in the e-Legislation Portal:


In close collaboration with the Project Expert, lead the markup and consolidation process of at least 15 Laws to bring them in their consolidated form, ready to be published in the e-Legislation Portal. 

Develop weekly and periodic reports to the National Project Officer and Assembly’s e-Legislation Focal Point detailing the number and types of documents processed, highlighting any procedural enhancements and pinpointing areas needing improvement. This report should also track progress against project milestones.

Develop a final report outlining the step-by-step process, including the number of pages scanned and marked up, description of the laws marked up, the methodology, key challenges, critical issues for consideration, proposed solutions, and a log of any errors encountered and resolved, providing transparency and accountability in the digitization process. 

Develop a report providing detail description of the challenges and lessons learned from the peer-to-peer mentoring process with the Junior Operator/s, as well as concrete recommendations for improving their efficiency in scanning, OCR error correction, and preliminary markup skills

 

Necessary Qualifications:

•    Degree in Law or demonstrated proof on completing studies by July 2025.
•    Extensive experience with Akoma Ntoso or similar legislative markup languages. Some proficiency in the functionality and capabilities of the e-Legislation software
•    Preferred are candidates who demonstrate previous experience in the Legal/IT field.
•    Previous working experience with the Assembly of Albania in similar roles is an advantage. 
•    Previous working experience with the OSCE or other international organizations in similar roles is an advantage. 
•    Advantage will be given to those who are familiar with similar work processes.
•    Computer literate with good knowledge of MS Word and scanning tools.
•    Excellent legal drafting, writing and communication skills in Albanian and good command (good working knowledge) of English.

 

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
