Background:
The OSCE Programme Office in Dushanbe promotes the implementation of OSCE principles and commitments, as well as the co-operation of the Republic of Tajikistan within the OSCE framework in all three dimensions. It is involved in a wide range of activities, ranging from counter-terrorism and border management projects to supporting cross-border markets and free economic zones, human rights, media development, and legal reform initiatives.
Tasks and Responsibilities:
Under the direct supervision of the Transport Assistant and overall supervision of the Materials Management Officer, the successful candidate will be tasked with the following duties:
- Operating assigned vehicles (which may include cars, vans, or minibuses) to transport staff, visitors, and delegates to various destinations, such as meetings, conferences, airports, and field locations;
- Planning routes and ensuring timely arrival at destinations, taking into account potential delays;
- Adhering to all traffic laws and regulations, prioritizing safety and demonstrating defensive driving techniques;
- Maintaining a high level of situational awareness and vigilance, especially when operating in challenging environments;
- Adhering to OSCE security protocols and procedures, particularly when transporting staff and sensitive materials;
- Maintaining confidentiality and discretion in all aspects of the role;
- Reporting any security concerns or incidents to the supervisor immediately;
- Performing other tasks as requested.

Necessary Qualifications:
- Completion of primary education, with minimum three (3) years of professional driving experience;
- Possession of a valid Class B, and C driver's license;
- Possession of D driver’s license will be an asset;
- Safe driving record;
- Knowledge of driving rules and regulations of the country and of OSCE. Skills in basic vehicle repair;
- Good knowledge of Russian and Tajik languages. Knowledge of English would be an asset;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.
Remuneration Package:
Monthly remuneration, subject to social security deductions, is 445.83 EUR. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
