General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition;
  • Possession of a valid automobile driving license and ability to drive using a manual transmission;
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure.

 

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are: 

  • Second-level university degree in political sciences, international relations, public policy, or human rights-related fields and/or in combination with a law or business degree;
  • Experience working with human rights, minority, and/or gender issues;
  • Demonstrable organizational, analytical, communication, and interpersonal skills;
  • Experience in drafting and editing reports.

 

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

 

Education:

Second-level university degree; certified training course in a relevant field desirable

 

Experience:

Minimum 6 years of relevant, diversified, and progressively responsible professional experience, including at least 3 years of managing medium- to large-sized teams.

 

Mission Specific Requirements

Additionally, this particular post has specific requirements:


Mandatory:

  • Second-level university degree in political sciences, international relations, public policy, or human rights-related fields and/or in combination with a law or business degree;
  • Proven leadership qualities and significant experience in the management of offices and staff, preferably in a senior level position;
  • Work experience in senior level leadership positions in any of the following environments: diplomatic, civil service, non-governmental organizations, international organizations and/or operational missions;
  • Proven experience in results-based project management, including budgetary responsibility;
  • Sound knowledge of international and regional human rights standards and community rights;
  • Sound understanding of the main functional areas of the Mission's mandate;
  • Professional fluency in English with excellent oral and written communication skills;
  • Strong analytical and problem-solving skills;
  • Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities;
  • Ability to establish and maintain effective working relationships with people of different cultural and religious backgrounds;
  • Cultural sensitivity and judgment;
  • Proven interpersonal skills, including adaptive leadership, emotional intelligence, relationship building, and stress management;
  • Flexibility and ability to work under pressure and within a limited timeframe;
  • Ability to operate Windows applications, including word processing and e-mail.
  • Possession of a valid automobile driving license and ability to drive using manual transmission is a requirement for this post. New hires will be required to pass an OMIK administered driving test using a manual transmission vehicle within six months of assuming the post and be able to confidently self-drive.

Desirable:

  • Knowledge of regional political affairs and the legal system in the Mission area;
  • Demonstrated negotiation and/or conflict resolution skills;
  • Knowledge of local languages.

 

Tasks and Responsibilities

Under the direct supervision of the Director of Human Rights and Communities Department, the incumbent is responsible for:

  1. Performing specific tasks in relation to community rights, property rights, law and justice, local governance, and other human rights concerns as assigned;
  2. Coordinating the implementation of tasks from Mission Headquarters;
  3. Drafting spot reports and compiling regular reports on activities of all Department staff located in the Regional Centre;
  4. Ensuring that taskings from Mission Headquarters match current Regional Centre staff capacity, including managing of deadlines;
  5. Facilitating communication between various staff categories in the Regional Centre to ensure they function as a cohesive unit;
  6. In close and continuous consultation with the Director of Department and Section Chiefs at Mission HQ, coordinate the implementation of projects in the field;
  7. Performing other duties as assigned. 

Moreover, the Director of Regional Centre will serve as the representative of the Head of Mission in the respective region, in close coordination with the Director of Department, and is additionally assigned the following duties:

  1. Advising and reporting to the Mission management in the Headquarters on all activities undertaken within the Regional Centre (RC) area of responsibility and on the political, policy, human rights, legal, and civil-military implications that might influence the Mission's policy implementation;
  2. Liaising with local interlocutors and key international civil, political, and military authorities operating within the RC's area of responsibility;
  3. Ensuring compliance with established OSCE policies for the overall safety, security, and protection of all Mission personnel and material assets within the RC;
  4. Implement the Mission’s strategy through specific Departmental priorities;
  5. Supervising the contextual and political reporting of the RC staff;
  6. Performing other duties as assigned.
