General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition;
  • Possession of a valid automobile driving license and ability to drive using a manual transmission;
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure;
  • Ability to operate windows applications, including word processing and e-mail;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Cultural sensitivity and judgement;
  • Flexibility and ability to work under pressure and with limited time frames.

 

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are: 

  • Second-level university degree in political sciences, social sciences, international relations, public policy, law, management, or equivalent professional experience;
  • Work experience in either public administration, relevant international organisations, civic associations (including NGOs), political parties/affairs, or economic and political development;
  • Demonstrable organisational, communication, analytical and interpersonal skills.

 

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

 

Education:

Second-level university degree in a relevant field;

 

Experience:

Minimum 10 years of relevant, diversified and progressively responsible professional experience including at least 5 years at the management level relevant to the actual position. A first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree.

 

Mission Specific Requirements

Additionally, this particular post has specific requirements:


Mandatory:

  • Demonstrated sound knowledge and experience working in democratization to include good democratic governance, public participation and/or media development;
  • Proven track record in programme and project design, project management and supervision, incorporating gender perspectives;
  • Demonstrated and progressively responsible management experience;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural/ religious backgrounds and diverse political views, while maintaining impartiality and objectivity;
  • Ability to foster a collegial, inclusive work environment;
  • Ability to work autonomously and demonstrated self-starter qualities;
  • Strong analytical, organizational and planning skills;
  • Ability to prioritize and handle multiple tasks under tight deadlines;
  • Ability to work creatively and independently;
  • Strong interpersonal, motivational and communicating skills;
  • Demonstrated facilitation and mentoring skills
  • Strong drafting and presentation skills;
  • Professional fluency in English;
  • Ability to operate in cross-cultural environment requiring flexibility with cultural sensitivity and judgement to local conditions and communities;
  • Excellent command to operate Windows applications.

 

Desirable:

  • Knowledge of the political environment in Kosovo, including the mandate and structure of the international community present in Kosovo;
  • Understanding of politics and media affairs in the South Eastern Europe region.

 

Tasks and Responsibilities

Under the direct supervision of the Director of the Democratization Department, the incumbent is responsible for:

  1. Assisting and advising the Director on Departmental strategy, planning, policy and budget as well as implementation and quality assessments of the Democratization Department’s programme;
  2. Assisting the Director in determining Department’s staffing requirements and proactively addressing personnel issues;
  3. Serving as Acting Director of the Democratization Department during the Director’s absence;
  4. Ensuring quality control of the identification, design, implementation and evaluation of projects and activities, including budget supervision, in accordance with departmental and Mission strategies, and OSCE rules and regulations;
  5. Supervising gender mainstreaming within budgetary and non-budgetary activities of the Department;
  6. Ensuring effective coordination, communication and collaboration within the Department and between the Department and relevant Mission offices, such as Office for Central Coordination and clearance offices;
  7. Proactively provides input and advice to the Department's senior management on all democratization related issues;
  8. Provides relevant written and verbal communication, such as: analytical reports, presentations, briefing notes etc.
  9. Promoting good working relations with local and international stakeholders (to include other international organizations, Kosovo institutions, and local and international NGOs) as well as regional institutions;
  10. Performs other duties as assigned.
