General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition

  • Possession of a valid automobile driving license and ability to drive using manual transmission

  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure 

 

 

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are: 

  • Experience working with human rights, minority or gender issues

  • Demonstrable organisational, analytical, communication and interpersonal skills

  • Experience in drafting reports
     

 

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

 

Education:

Second-level university degree in political sciences, international relations, public policy, law, international human rights law or other human rights related fields; first-level university degree in combination with 2 years of additional qualifying experience may be accepted in lieu of second-level university degree.

 

Experience:

Minimum 6 years of relevant, diversified and progressively responsible professional experience, including at least 3 years at the management level relevant to the actual position. 

 

Mission Specific Requirements

Additionally, this particular post has specific requirements:


Mandatory:

  • Extensive knowledge of international human and community rights standards;

  • Previous experience working on community rights issues, with governments, and/or other relevant stakeholders;

  • Ability to develop strategic programming on community issues;

  • Proven project and budget management experience;

  • Strong leadership and managerial skills and experience in leading multinational teams;

  • Ability to establish and maintain effective and constructive working relationships with internal counterparts at all levels as well as with relevant Host Country and international interlocutors;

  • Extensive knowledge of international human and community rights standards and previous experience working on community rights issues with governments and/or other relevant stakeholders;

  • Proven ability to collect and analyse data on a variety of thematic issues dealing with community 
    rights;

  • Proven ability to design and implement strategic programming on community issues;

  • Good organizational and inter-personal skills;

  • Project and budget management experience;

  • Professional fluency in the English language with excellent written and oral communication skills, including public speaking and briefings;

  • Demonstrated ability and willingness to work as a member of a team, with people of different gender and cultural and religious backgrounds and diverse political views, while maintaining impartiality and objectivity;

  • Cultural sensitivity and judgement;

  • Flexibility and ability to work under pressure and within limited time frames;

  • Demonstrated gender awareness and sensitivity and an ability to integrate a gender perspective into tasks, project design and activities;

  • Computer literate with practical experience in Microsoft applications.

     

 

Desirable:

  • Experience in negotiation/mediation;

  • Knowledge of one or more of the most common lingua franca spoken in the mission area;

  • Previous experience in field missions, preferably in South Eastern Europe;

  • Sound knowledge of the Council on Europe’s Framework Convention on National Minorities and, more generally, the international policy and legal framework on community rights, including the work and mandate of the OSCE High Commissioner on National Minorities;

  • Knowledge of the legislative framework in the host country related to human rights and community rights.

     

 

Tasks and Responsibilities

Under the direction and supervision of the Deputy Head of Mission, the Chief of Community Outreach is responsible for:

 

1. Leading and managing the Community Outreach programme, including staff based at the Mission HQ in Skopje and at the Field Office in Tetovo. In conjunction with the Deputy Head of Mission, and in close coordination with the other programme chiefs, developing strategies, guidelines and standard operating procedures for the field teams, and guiding and supporting the conversion of strategies into implementation plans;
2. Establishing and maintaining regular contact and relations with all communities and relevant Host Country institutions in respect of community policies and community rights;
3. Identifying community related issues, analysing their implications and advising on programmatic policies to achieve measured improvement in the performance of institutions on local and central level, including the municipalities, in respect of community policies and community rights;
4. Developing and implementing strategies to implement recommendations and policy decisions adopted in analytical and policy/advocacy reports;
5. Based on the findings of outreach activities and analysis, proposing the design, development and implementation of programmatic activities in the area of community policies and rights;
6. Providing updates and briefings to the Head of Mission / Deputy Head of Mission and other managerial staff of the Mission on developments in the Area of Responsibility (AoR);
7. Coordinating closely with the Chief of Criminal Justice and Police Reform, as well as with the Political Affairs and Communications Unit (PACU) and other relevant programmes in the Mission on programmatic/outreach priorities and preparation of joint analytical papers;
8. Co-operating closely with the Mission’s gender team in order to integrate gender issues into programmatic design, monitoring and evaluation, reporting, and activity implementation;
9. Serving, together with the Chief of PACU, as one of the Mission’s two Early Warning Focal Points;
10. Performing other duties as required.
